On March 21, 2025, the China 21st Century Agenda Management Center successfully hosted the second National Climate Change Assessment Report Seminar and 21st Century Center Climate Salon in Beijing. Centered on the theme “Climate Change and Cities,” the event brought together experts and scholars from Tsinghua University, the National Climate Center, the Chinese Academy of Sciences, the Chinese Academy of Agricultural Sciences, and other institutions to discuss the challenges and opportunities of urban development under climate change.
The seminar focused on major scientific issues requiring urgent resolution for urban low-carbon transition and resilient development goals. Participating experts actively contributed insights, exchanged ideas, and inspired innovative thinking, providing robust support for the compilation of the “Climate Change and Cities” chapter in the upcoming report.
Prof. Shiqi Ou from the TRANS research group delivered a presentation titled “Forecasting Transportation Energy Technology Transitions and Quantifying Policy Implementation Effects.” Transportation energy transition is a critical pathway for achieving China’s dual-carbon goals. His report introduced a modeling approach for automotive market penetration, spanning micro-level technologies to macro-level policies, and a framework for evaluating macro-policy impacts, quantifying their dynamic effects on carbon emissions. Additionally, Prof. Ou highlighted the application of AI large-scale models in this field, exploring the macro-micro coupling of energy-carbon emission predictions, technological advancements, and individual behaviors.
